France should implement new recommendations on economic regulation of airports

Several organisations call on the French government to implement the new recommendations for the regulation of French airports presented by the French Transport Regulatory Authority (ART).1

The ART has undertaken a comprehensive and high-quality study, after consulting with the various stakeholders, and has issued 19 specific recommendations with the aim of:

  • Strengthening transparency and consultation between stakeholders, particularly with regard to investment and quality of service
  • Encouraging stronger operating performance by introducing more economic incentives
  • Providing stability via multi-year contracts that ensure airport commercial activities contribute economic profits to cover airport costs.

The undersigned associations support many of these proposals and urge the government to implement them. However, it is in the best interest of passengers that the single till is applied for the French airports, as it replicates the outcomes of a competitive market.

However, overall, we believe the recommendations are a step towards more effective, fairer and sustainable regulation of French airports. We therefore call on the authorities to incorporate them as part of the planned reform of airport economic regulation and apply them to all regulated airports in France.
